I hope they run the one in Cantha more like they did EOTN, with an overall primary quest that guides you through the needed steps. I too thought I had done everything, but no WiK. I retraced my steps and tried again and unlocked it, but what a bother.

It doesn't show up on your map, you just have to go there.
